Abstract
The passenger flow of a high-speed railway network will be deeply affected if different high-speed railway (HSR) lines in the plan are put into operation at discrete time steps. In order to optimize the construction sequence of HSR lines, this paper develops a transformed flow interdiction model (FIM), and analyses the modelling effect through a case study on the development of the HSR network connecting several urban agglomerations in China from 2016 to 2020. The analysis results confirm that the proposed model rationalizes construction schedule of the planned HSR lines at the optimal passenger transport efficiency.
